Dr. Tilak is a former Governor of Nepal Rastra Bank (NRB). He was at the helm of NRB from January 2001 to January 2005. He holds a Ph.D in Management and Masters in Economics and Agriculture. He writes regularly on daily vernaculars like The Kathmandu Post . Dr Rawal has also authored a book titled Financial Sector Reform in Nepal. He was born in 1949.Currently he is a member of Constituent Assembly from Madhesi People's Right Forum. He was nominated under proportional representation system.
